Strategic framework for public-private dialogue

Public-private dialogue (PPD) is one of the key prerequisites for creating a favorable business environment and the overall sustainable development of Derventa. The establishment and management of the JPD is an integral part of the functioning of local self-government. In order to establish a high-quality dialogue, the City established Economic Council, which consists of representatives of the private sector, civil society and local self-government.

VISION

The city of Derventa has a developed and competitive private sector, with which it regularly consults and jointly finds solutions for all current community problems and improvement of the business environment. Representatives of the private sector make an active contribution to the work of the Economic Council of the City of Derventa and, together with representatives of the public sector, participate in making all important decisions for the socio-economic development of the entire community.

MISSION

The mission of the City of Derventa is to provide the private sector with timely information, quality advice, services and support in the area of ​​managing local economic development, through public-private dialogue, all with the aim of creating more favorable conditions for business development and competitiveness of the private sector and attracting new domestic and foreign investments.

STRATEGIC DIRECTIONS FOR THE DEVELOPMENT OF PUBLIC-PRIVATE DIALOGUE IN THE CITY OF DERVENTA

The city aims to develop, expand and improve the public-private dialogue, through:

  • Active involvement of representatives of small and medium-sized enterprises and investors in consultations and decision-making processes on key issues of community development;
  • Public, transparent and participatory consideration of all decisions related to the needs of the private sector;
  • Encouraging and improving an organizational culture that values the opinion of the private sector, participation, innovation, proactivity and continuous learning and development;
  • Recognizing and highlighting the private sector as an important community resource;
  • Motivating representatives of the private sector and civil society to actively participate in the planning, implementation and monitoring of community development;
  • Implementation of private sector initiatives to improve the business environment and competitiveness;
  • Defining policies and procedures that support and encourage individual and organizational efficiency and effectiveness, both of the City Administration and the private sector;
  • Improving the quality of services for the private sector;
  • Encouraging the private sector to social-corporate responsibility.

KEY ACTIVITIES OF THE CITY IN THE FIELD OF PUBLIC PRIVATE DIALOGUE

Private sector consulting

  • Inclusion of the private sector in the strategic planning process of integrated community development,
  • Inclusion of the private sector in monitoring the implementation of the strategic plan,
  • Surveying of the economic sector in order to understand the general situation and for specific needs,
  • Periodic visits to businessmen and consideration of important issues for their development.

Informing the private sector

  • Notification through reports, official letters and circular letters,
  • Information through written and electronic media,
  • Placement of all important information through an internet presentation, that is, a website intended for the economy.

Acting on private sector initiatives

  • Support in implementing initiatives and solving private sector problems related to improving conditions for doing business at the local level,
  • Support in the implementation of initiatives related to the improvement of the operations of local small and medium-sized enterprises, especially in economic sectors with potential for development,
  • Sending proposals to higher levels of government and cooperation with other local self-government units in implementing initiatives related to improving the overall business environment in the Republic of Srpska and Bosnia and Herzegovina.

Consulting the private sector and providing specific support and services in accordance with expressed needs

  • Providing support in accessing different funds,
  • Providing the necessary logistical support to existing and future investors,
  • Carrying out other activities in accordance with the needs of the private sector and the capabilities of the City.

Inclusion of the private sector in the decision-making process on community development, improvement of the business environment and competitiveness of the economy, improvement of the business environment

  • Inclusion of the private sector in deciding on development priorities,
  • Inclusion of the private sector in decision-making on all important matters of importance, including the construction of infrastructure for the needs of the economy and the development of production sites.

Economic Council

Economic Council is established with the intention of establishing a concrete framework for improving the business environment and strengthening competitiveness in the City of Derventa, strengthening the competitiveness of SMEs and entrepreneurs and attracting domestic and foreign investments.

The competence of the Economic Council includes presenting problems, initiatives and giving recommendations to the Mayor, the City Assembly, departments of the municipal administration and other relevant institutions at the local and national level in connection with the facilitation and acceleration of business, the growth and development of enterprises and entrepreneurial activities in the territory of Derventa.

The main tasks of the Economic Council are:

  • Diagnosis of administrative and other barriers and bottlenecks that hinder, slow down and make it difficult for businesses to operate and start new entrepreneurial and business activities on the territory of Derventa;
  • Regular mutual information of the public and private sectors;
  • Monitoring and evaluation of the effectiveness of policies, measures and instruments that influence the improvement of the competitiveness of companies and the strengthening of entrepreneurship;
  • Providing recommendations and proposals that lead to the reduction and elimination of barriers, improvement of the business environment and competitiveness of the economy, and more effective, harmonized and efficient support for the development of entrepreneurship and the economy as a whole;
  • Considering and launching other useful initiatives that can improve entrepreneurship and the competitiveness of companies, as well as the economic and social development of the City as a whole.
